One thing I had to ask myself was, "why the hell are there all these mods that require you to swim all the way to the bottom of the ocean and yet there are no mods that give you a lore-friendly way to breathe underwater if you're not Argonian?" Enter a recent playthrough of Oblivion, and I find my answer -- the Jewel of the Rumare!
This mod is an attempt to Skyrim-ize (yes that's a word now) the classic, somewhat mandatory Oblivion ring. I've hidden it in a treasure chest somewhere in Whiterun Hold. Hint -- it's in a body of water. The ring doesn't take up the ring slot so you can use whatever other ring your current build requires. Currently what it does is it adds a constant waterbreathing effect to the player character.
Honestly, not all that exciting, and I made this mod for personal use but decided to share it. To the best of my knowledge this SHOULD work with the LE version of Skyrim since all it is is an .esp, but don't quote me on that.
